Niu Xinghe was born in December 1942 in Jinfengdian Village, Hunyuan County, Shanxi Province. In August 1958, he began working in Hunyuan County and is a member of the Communist Party of China. He is a member of the Shanxi Calligraphers Association and Honorary President of the Pingxingguan Calligraphy, Painting, and Seal Research Association.
In 1959, he was transferred from Hunyuan County to Lingqiu County, where he successively served as Deputy Secretary of the People's Commune, Head of a Division at the County Public Security Bureau, Captain of the Criminal Investigation Unit, Deputy Director, Director, and Secretary of the County Industry and Commerce Bureau. He retired in 1998.
Since childhood, he has had a passion for calligraphy. After retirement, he devoted himself to studying calligraphy. In 2005 and 2007, he participated twice in face-to-face training courses organized by the China Calligraphers Association Calligraphy Training Center, and subscribed to and purchased numerous calligraphy periodicals and model calligraphy copies, diligently studying calligraphy theory and deeply researching calligraphy techniques, respecting tradition and drawing inspiration from ancient masters.
Since 2004, his calligraphy works have been selected or awarded more than 70 times in various national calligraphy exhibitions and competitions; his works have been included in over 50 art collections, and his biographical entries and artistic profiles have been featured in more than ten major reference publications such as Who's Who in the World and Biographies of Lingqiu County Figures. He has been awarded more than ten honorary titles by organizing bodies of national competitions, including "Contemporary Chinese Master of Calligraphy and Painting," "Hua Xia Art Elite," and "Chinese Patriotic Calligraphy and Painting Artist."
In 2008, as a principal founder, he established the Pingxingguan Calligraphy, Painting, and Seal Research Association, registered with civil affairs authorities, and was elected its President. In November 2015, Beijing Arts and Crafts Publishing House published The Great Style: Calligraphy Collection of Niu Xinghe.
In 2020, Yiyunge Cultural Publishing House published National Gift Artist Niu Xinghe.
