He enlisted in the army in 1973 and served at the 21st Base of the Commission for Science, Technology and Industry for National Defense. During the arduous years spent in Lop Nur contributing to the nation’s missile development, he utilized large-scale bulletin boards, wall newspapers, and other formats to promote the Party’s policies, military-building ideology, and enrich military cultural life, earning widespread affection among officers and soldiers and being hailed as a “soldier-calligrapher.” In 1976, he was transferred to work at the base’s research institute, serving as political cadre in the First Research Division (then headed by Academician Lin Junde, a model of the times). On the eve of the National Science and Technology Conference in 1978, he organized a large-scale science and technology exhibition, using physical objects, texts, and calligraphy and painting to showcase the outstanding achievements and scientific accomplishments of Academician Lin Junde and other distinguished scientists and engineers, generating strong responses throughout the military and the nation and receiving commendation from the base. During his fifteen years of military service, he participated in successive "Shenjian" Military Calligraphy and Painting Exhibitions and "Chunlei" Cultural and Art Exhibitions, winning numerous honors. After transferring to civilian work, he continued actively participating in various levels of calligraphy and painting research and exhibitions, frequently exhibiting and winning awards at county, city, and provincial levels. For decades, he has diligently practiced his art, deeply studying calligraphy and painting. His calligraphy profoundly embodies the spirit of masters such as Huaisu and Sun Guoting, featuring powerful brushwork, natural fluidity, unrestrained expressiveness, and bold freedom. He holds memberships at the provincial, municipal, and county levels in the calligraphy and painting community. His works are widely collected by entrepreneurs in Hong Kong, Macau, Shenzhen, Fujian, Guangdong, and other regions.       As a military veteran transferred to civilian service, Shi Mengliang has always been enthusiastic about public welfare. He is frequently invited locally to lecture students on calligraphy and generously teaches apprentices free of charge to spread traditional Chinese culture. Many of his disciples have become key calligraphy and painting talents in universities, truly spreading kindness far and wide, with disciples as numerous as clouds.
