 Wei Wenjian, also known as Jianfan, was born on the seventh day of the first lunar month in the 13th year of the Republic of China (1924), under the sign of the Rat. He is a member of the Communist Party of China and holds a middle normal school diploma, having graduated from Lanzhou Normal School (now Lanzhou City University). He attended the affiliated middle school of Lanzhou Normal School from 1943 to 1946, and then studied at Lanzhou Normal School from 1946 to 1949.

      In the autumn of 1947, under the introduction of Comrade Zhang Shengqiang from the underground party organization in Jingyuan County, he joined the Communist Party of China, responsible for promoting the Party's policies and spreading news of the People's Liberation Army's victories. Secretly assigned by the party organization to Shaanxi Hanzhong to infiltrate the Nationalist 102nd Division and gather intelligence, after multiple twists and turns, he obtained critical intelligence on the Nationalist army and fled back to Lanzhou overnight to inform Zhang Shengqiang, who immediately traveled to Yan'an to report to the Central Committee.

      In 1948, the underground party organization decided that Comrade Wei Jianfan should take a one-year leave of absence as cover and return to Jingyuan to serve as Secretary of the Santan Branch. Given his familiarity with the local area, his mission was to eliminate the Nationalist Eighth Supply Zone's 14th Transportation Unit (the Black Horse Team). The Jingyuan underground organization members participating in the operation included Zhang Shengqiang, Cui Weijiang, Wang Dajue, Zhang Biao, and others. The local armed forces of the Jingyuan underground organization ambushed the Black Horse Team in Heping Village, Santan Township, Jingyuan. A total of twenty-seven personnel participated in the battle, seizing twenty long rifles and seven horse-drawn carts from the Black Horse Team in Santan.

      Wei Jianfan once represented the underground organization to receive the People's Liberation Army troops at Hubeikou in Jingyuan, and after Jingyuan's liberation, he saw off the PLA troops at the Santan ferry. After the founding of the People's Republic of China, he taught at the affiliated primary school of Lanzhou Normal School from 1950 to 1953, then returned to Jingyuan County's Chaoyang Middle School to teach from 1953 to 1958. In 1969, he was transferred to the Jingyuan County Public Security Bureau, but due to illness, he did not report for duty and has been recuperating at home ever since.
